A) Gather useful resources that can help explain what HAARP actually does and how it does it<br />
B) Explain why HAARP can NOT do the various things that are claimed (change the weather, create earthquakes, mind control). <br />

First a very brief attempt at an understandable explanation of what HAARP does:<br />
<div style="margin-left:40px">About 60 miles up the atmosphere is very thin. The radiation from the sun here is so powerful it knocks electrons off the air molecules creating an ionized layer called the ionosphere. HAARP is square grid of antenna that transmit radio waves straight up. The radio waves are absorbed by the electrons in the ionosphere. This heats them up slightly (but vastly less than the normal variation fro the sun). HAARP does not affect the 60 miles of atmosphere below the ionosphere. Scientists do experiments by heating a small patch of the ionosphere in various ways and observing the results. They do this mostly because variations in the ionosphere affect radio communication, and they want to study this so they can improve radio communication.</div><br />

The power density produced by the completed facility will not exceed 3 to 4 microwatts per cm2, about two orders of magnitude below the level required for that process.</li></ol><br />

Basically, the IRI is what is known as a phased array transmitter. It is designed to transmit a narrow beam of <b>high power radio signals in the 2.8 to 10 MHz frequency range.</b> Its antenna is built on a gravel pad having dimensions of <b>1000' x 1200'</b> (about 33 acres). There are <b>180 towers</b>, 72' in height mounted on thermopiles spaced 80' apart in a <b>12 x 15 rectangular grid</b>. Each tower supports near its top, two pairs of crossed dipole antennas, one for the low band (2.8 to 8.3 MHz), the other for the high band (7 to 10 MHz). The antenna system is surrounded by an exclusion fence to prevent possible damage to the antenna towers or harm to large animals. An elevated ground screen, attached to the towers at the 15' level, acts as a reflector for the antenna array while allowing vehicular access underneath to 30 environmentally-controlled transmitter shelters spaced throughout the array. Each shelter contains <b>6 pairs of 10 kW transmitters, for a total of 6 x 30 x 2 x 10 kW = 3600 kW available for transmission.</b> The transmitters can be switched to drive either the low or high band antennas. Electric prime power is provided from an on-site power plant housing <b>five, 2500 kW generators, each driven by a 3600 hp diesel engine</b>. Four generators are required for operation of the IRI and the fifth is held as a spare. From a control room within the Operations Center, the transmission from each of the 180 crossed-dipole antennas is adjusted in a precise manner under computer control. In this manner, the complete array of antennas forms a narrow antenna pattern pointed upward toward the ionosphere. The transmitted signal diverges (spreads out) as it travels upward and is partially absorbed, at an altitude which depends on the transmitted HF frequency, in a small volume several tens of miles in diameter and a few hundred meters thick directly over the facility. The remainder of the transmitted signal either reflects back toward the earth or passes through the ionosphere into space, continuing to diverge as it does so. By the time it reaches the ionosphere, the intensity of the HF signal is less than 3 microwatts (0.000003 watt) per cm2, thousands of times less than the Sun's natural electromagnetic radiation reaching the earth and hundreds of times less, even, than thevariations in intensity of the Sun's natural ultraviolet (UV) energy which creates the ionosphere.

Certainly there are myths and even outright scams.<br />

In order to sell higher priced gear, various claims are made...some true, some not. <br />
There's an awful lot of hype, myth, bunk, and so-called &quot;golden-eared&quot; experts. <br />

Perhaps one of the more contested HiFi improvement claims is &quot;audiophile interconnect cables&quot;. For a retail seller, the profit margin is healthy, and because whatever other gear you buy....you need cables !!<br />
In comes the woo and the myths....&quot;they are very good right out of the box....but there is always a break-in period before they sound their best&quot;...&quot;remember to hook up them correctly - these cables use <i>directional copper wire</i>&quot;<br />

Some claims can be measured, some can't. The skeptical bunch say, &quot;if it can't be measured, it can't be heard&quot; , while others clearly insist,  &quot;measurement counts up to a point, but it's the listening that is the true test&quot;.<br />
This &quot;controversy&quot; is so polarized, that James Randi famously offered his <a href="http://gizmodo.com/315250/pear-cable-chickens-out-of-1000000-challenge-we-search-for-answers" target="_blank" rel="nofollow">&quot;Million Dollar Challenge&quot; to put some $ 7,250 cables to the test.</a><br />

The tenets of faith are an absolute requirement for many of the claims that are made for many (probably most) of the &quot;esoteric&quot; hi-fi additions that you will find everywhere on the web.  There is no real information, technical, scientific or otherwise, and the only terms you will hear will be of a subjective nature - for example &quot;solid, sparkling, sweet, musical&quot; will be contrasted with &quot;muffled, veiled, grainy, harsh&quot; - the very selection of the words is designed to sway you to their position, preferably subconsciously.

</div>&quot;Listening tests&quot; are very often full of bias. When comparing two similar pieces of audio gear (A versus B)...if the gear is in eyesight, or you &quot;know&quot; you are listening to &quot;A&quot;....bias will play a role in determining sound quality.....it's just unavoidable.<br />
If you are in your living room switching between gear yourself......there's three things in the room...you, the gear, and bias. Count on letting bias make the decision for you.<br />

I've bought HiFi gear from a retailer. It's OK with them (often encouraged) if you bring in your own source music....stuff you are familiar with.....to sample the differences between two or more pieces of gear. But it's not that easy to avoid bias, even if you walk out of the room while they switch gear, then come back for another listen. The whole retailer environment is too different from that of your home environment. Although in-store testing may be the only option. Some specialized retailers will lend you the eqpt. for a day to sample in your home.....but then you're back to your in-home biases. The new gear usually sounds superior because it's &quot;new and different&quot;, and is usually an upgrade ($$). But try bringing in a <a href="http://sound.westhost.com/abx-tester.htm" target="_blank" rel="nofollow">hardware ABX test device</a> to the high-end retailer....they just may cringe.<br />
I'm not claiming that all retailers are liars, nor that all gear sounds alike (speakers can sound quite different)<br />
<br />
<a href="http://sound.westhost.com/absw.htm" target="_blank" rel="nofollow">I made one of these</a>, and it works much better than nothing at all......a few fast initial clicks (so that I lose count), and I don't know if I'm listening to A or B (levels must be properly adjusted beforehand....one that is louder will seem &quot;better&quot;).<br />

Better is &quot;<a href="http://en.wikipedia.org/wiki/ABX_test" target="_blank" rel="nofollow">ABX testing</a>&quot; testing where you don't know if you are sampling A,B or X.....&quot;X&quot; being either A or B. Several passes of the same test are required, and scores tallied to reveal a statistically significant average.<br />

And now here is where I throw objectivity to the wind.....<br />

So what if I choose A or B, purely on a subjective basis ? ....letting my biases win ? Audio quality is largely subjective anyway. <br />
On the various D.I.Y. audio sites, people will often say, &quot;I changed the power-supply capacitors from brand &quot;x&quot; - to brand &quot;y&quot; and I can hear a better sound-stage, and....(blah blah blah).......&quot;.<br />
I gotta try to sift through that BS. <br />
But guess what ? I use reputedly &quot;best sounding&quot; caps and resistors anyways !!....not because I believe the hype, but it makes me &quot;feel better&quot; that I use them in my own projects.<br />
<br />
If audio gear A sounds so close audio gear B that I need a damn box to find minute differences (if at all), won't I be happier in the long-run if I believe that a certain amount of hype is true ?<br />
It comes down to satisfaction, and quality of life. I am willing to put limits on the quest to always want something better. <br />
A quest of never being satisfied will certainly would keep me busy, but with little chance to enjoy the music.....which was the original goal, anyways.<br />
