No, turbulence is not caused by wind speed. You can have very fast Moving air with no turbulence, or relatively slow moving air that is very turbulent. The winds on the day the Aguadilla video was taken were between 12 - 16 knots, so not very windy.

What next? Will they say that the craft aren't flown by aliens, but by I Robots?

Could be underground cables, could be in the path of a RF transmission line, eg a microwave link, or could be something as simple as a mobile phone in someone's pocket. Knowing the frequency of the EM field could help with identifying the cause, but I dont think the meter used provides this.
