Yes. Kinda both. If the town is less than 6 nm (11 km) across, the variation in sky tilt is less than 0.1⁰, or ⅕ of the moon. That's "essentially the same" for me, I'm fairly certain I wouldn't notice. On FE, there'd be no visible tilt no matter how far you go, obviously.
