Given the photos change each auction it seems they relisted, for some reason with a different photo each time? Does ebay have some rule against using the same photo for a new listing?

Yeah looking again the sleeve seems to be the same with some crinkles on the bottom matching, so the same patch in the same sleeves but 4 different photos for different auctions.
