    Yeah, he was both: Chancellor of the Exchequer is the money man, the one in charge of the budget, taxes, etc.

    Yep, reads fine to me. Though now you point it out, maybe it reads more like something that was written rather than spoken.

    This quote pops up on conspiracy theory websites, in facebook posts, and on the cover of at least one book. The full quote is: I can find no record of Healey having said or written this - many of the pages repeating the 'quote' state that he "wrote" it - and it isn't one that has been removed...

    People always say things like "if it wasn't for x, I would've died". Cycle helmets, healthcare, car accidents, near drownings.     I guess that's a different type of study, though - it's looking at behaviour in a very specific case, and answering the question "can x happen?" I think the type of study we're talking about here is one that seeks "statistical significance".
