In the ufo sections of Reddit, this submerged or whatever object in the water, is largely ignored. But it can be a key factor. Unfortunately it is all so vague and hard to understand what they exactly saw.

Probably consumer electronics, so likely not super well aligned internally as compared to SLR or other more professional cameras/lenses. If the lens's optical axis is not perfectly centered with respect to the CCD, I can imagine it can look like in the image above.

By the way, the plots you show (1 um and 2.5um dust particles) are limited to 850nm. As you can see the curves broaden when going to longer wavelengths. This is what I mentioned before: IR is more prone to straylight and diffraction effects. So you cannot claim anything using the plots provided...
